EHTEL – Coordinator

Founded in 1999, EHTEL (the European Health Telematics Association) is a pan European multi-stakeholder and multi-disciplinary forum. It provides a leadership and networking platform for European corporate, institutional and individual actors dedicated to the betterment of healthcare delivery through eHealth.

EHTEL serves and convenes a growing membership of more than 50 organisations that come from various viewpoints and which are united in their interest to make eHealth work. By collecting and distilling their voices through work groups and publications, EHTEL amplifies the constituency for eHealth in the European arena.

EHTEL facilitates the sharing of experience with colleagues and representatives across Europe and beyond. It also collaborates closely with other European stakeholder associations. The multitude of backgrounds and interests of these stakeholders enables EHTEL, as a neutral forum, to draw a more complete picture of the benefits and challenges of the deployment of ICT in the fields of health and social care, and thereby identify topics requiring particular attention and further developments at European level.

Region of Southern Denmark is one of five administrative regions in Denmark. The main duty of the regions is the running of the Danish health service. Region of Southern Denmark is thus responsible for running the health service in Southern Denmark. The regions are also in charge of a number of specialised social services, including care for the disabled. The regions must also attract and coordinate growth and development in their own districts. Region of Southern Denmark has four hospital units spread over 18 addresses. In addition, it has a partnership on free medical treatment with 800 general practitioners.

SCTT (NHS 24) – WP Leader for the theme Telemedicine Strategy and Management

The Scottish Centre for Telehealth and Telecare (SCTT) is part of NHS 24, a Special Health Board providing national services across Scotland and directly responsible to Scottish Ministers. In April 2011, the National Telecare Programme merged with SCT to become the Scottish Centre for Telehealth and Telecare (SCTT). The prime aim of the SCTT is to provide practical help to Health Boards and Local Councils across Scotland as they seek to realise the potential of telehealth and telecare in the redesign of health and care services, including policies. The SCTT Strategic Framework has been adopted by the Scottish Government as the national Telehealth Strategy, and the SCTT is currently delivering four national telemedicine programmes (Stroke, Paediatrics, Mental Health, and Long Term Conditions, focussing on COPD). In addition, the team is managing the technical implementation of a national videoconferencing solution, and a national education programme. SCTT harnesses the skills and expertise of key groups across Scotland from medicine, academia, operational management and telehealth/telecare technology suppliers.

EeHF – WP Leader for the theme Organisational Implementation and Change Management

The Estonian E-Health Foundation (EeHF) was established in 2005 by the Ministry of Social Affairs of Estonia (MoS) and leading Estonian healthcare service providers with the objective to initiate and implement e-health activities in Estonia as well as to develop and manage the Estonian nation-wide Electronic Health Record System (EHR.

EeHF develops and administrates the nationwide EHR; coordinates and develops the integration of Estonian healthcare providers’ information systems; develops and manages nationwide health registries; develops, manages and publishes standards and classifications in healthcare sector; coordinates development of nationwide medical guidelines; cooperates with healthcare providers and with other institutions involved in healthcare provision. In addition to promoting and developing national e-solutions within the healthcare system, EeHF also has a broader goal of promoting the development of a patient-centred healthcare system that has empowered and well-informed patients. Estonian EHR System were launched in January 2009, and the gradual development of the system will continue until 2013.

NST – WP Leader for the theme  Legal and Regulatory Issues

The Norwegian Centre for Integrated Care and Telemedicine (NST) is a centre of research and expertise that gathers, produces and disseminates knowledge about telemedicine services, both in Norway and internationally.

The goal is to ensure the integration of telemedicine services. NST is an internationally known organization and was chosen as a World Health Organization Collaborating Centre for Telemedicine in 2002.

The NST is together with several partners building a scientific environment within telemedicine and eHealth. Tromsø Telemedicine Laboratory (TTL) was established in 2006 as a Centre for Research-Based Innovation and are combining human caring with new technologies, in order to provide better health care and reduce the growing burden on the health care system.

TicSalut – WP Leader for the theme Technical Infrastructure and Vendor Relations


Fundació TicSalut (TicSalut) is part of the Department of Health of the Generalitat de Catalunya,(Catalonia/ES).TicSalut’s main specific objectives are to provide the strategic guidance for the decision-making on ICT in the health area, to offer technical support to policy makers, users and providers of technological solutions, and to introduce the newest technological applications in the health area. TicSalut sponsors innovative IT-health pilot projects and applied research for participative and eHealth activities, represents the Health Ministry in European healthcare networks and large-scale pilot deployments, fosters project alliances between health service suppliers and technical experts, and oversees standards adoption in Catalonia as well as Catalan representation and collaboration in national, European and international standards bodies.

Currently TicSalut monitors 12 Health telemonitoring projects, 66 telemedicine projects,11 teleassistance projects, and deploys its own pilots (in Renewing Health, NEXES and epSOS).

The Association Internationale de la Mutualité (AIM) was founded in 1950 and has its secretariat in Brussels. AIM groups 44 national federations or associations of autonomous, private, but not-for-profit health and social mutual benefit societies from 25 countries worldwide. CATEL is a French organisation created in October 1997. DGG, Forum for eHealth and Ambient Assisted Living, promotes since 1998 the development and deployment of eHealth and telemedicine services. It is the first recognised non-for-profit organisation (registered association) for eHealth services in Germany.

Today, DGG endorses networked and regionalised health and social services as the crucial success factor to enable personal well-being according to the comprehensive WHO definition and to enable better quality and efficiency of healthcare systems. The University of Hull has an extensive track record in the development, evaluation and application of technologies suitable for the delivery of integrated care services, including telehealth, telecare, mhealth and telemedicine. This expertise stems from combined clinical, health and care service and technological expertise of over 50 academics working together to create technologies which meet real clinical needs and are deployable in real services.

The University has participated in a number of EU funded research projects relating to telehealth, telecare and the application of technology to integrated care services. This includes clinical lead for the Heartcycle project, partners in the INDEPENDENT, Semantic Healthnet and Bravehealth FP7 projects, and partner in the current EIP-AHA funded Advancing Care Coordination and Telehealth Deployment (ACT) program. An independent analysis identified the university as the 5th most connected organisation in Europe for research and activity relating to Personal Health Systems.

The University is also part of a consortium of Hull organisations delivering heart failure and COPD telehealth to over 400 patients as full clinical services.
